 As the Director of the Black Rot research institute on Despayre, Hav Surjen is cold, arrogant and eager to please his superiors. Hav Surjen was born into a working-class background on Sorensia and grew up in the mining town of Blueship. He had a flair for science and won a scholarship to study genetics at the Galactic College of Science, Technology and Medicine. After working at various bio-tech labs, he was headhunted by Mandalore, who was about to begin his secret Black Rot project. Mandalore needed someone who was a strong leader yet able to keep a secret to lead the project, and Hav Surjen was perfect.
Despite his arrogance and self-importance, Hav Surjen is constantly bullied by Mandalore and Japhta Fett. He was dismayed when Mandalore ordered the Rot to be tested on the native Zephoid Zez, but he had no choice. Easily swayed by those more powerful than he, Surjen was motivated by the promises of reward once the Rot was ready. He and his staff worked around the clock to produce the warheads. He would not let an invading taskforce keep him from his goals, and he was killed by Japhta Fett's reprogrammed 380Z droid as he awaited the launch of the first warhead towards Neimoidia.
